OSHA's Revised Chemical National Emphasis Program - CPL 03-00-021

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) issued compliance directive CPL 03-00-021 (PSM Covered Chemical Facilities National Emphasis Program) which went into effect on January 17, 2017. This instruction describes an OSHA National Emphasis Program (NEP) for inspecting facilities with highly hazardous chemicals and replaces the old directive number CPL 03-00-014.

CPL 03-00-021 now covers both chemical facilities and petroleum refineries, which were covered previously by separate OSHA instructions. Chemical National Emphasis Program (CNEP) inspections will now be conducted in the same manner for all covered facilities. States with State Plans have been asked to adopt this NEP. Additional inspection resource tools have been added to assist compliance safety and health officers. The Environmental Protection Agency (EPA) Risk Management Program (RMP) 1 and 2 processes are now included in the "inspection targeting" process, and the CPL clarifies that targeting of "explosive manufacturing" includes pyrotechnic manufacturing facilities.

James R. Thompson is a Certified Process Safety Auditor (CPSA) and Process Safety Management (PSM) Manager at ABS Group. He has more than 40 years of industrial experience in operations and PSM with DuPont, INVISTA and ABS Group. Thompson has been recognized as a CPSA by the Board of Environmental, Health and Safety Auditor Certifications (BEAC). He was the lead author for Guidelines for Implementing Process Safety Management, 2nd Edition (CCPS, 2016) and holds a BS degree in chemical engineering from the University of Texas at Austin.
